From 1 September 2009, WorkCover commenced issuing licences under the
National Standard for Licensing Persons Performing High Risk Work (National Standard) to people using high risk plant and equipment such as:
Only Registered Training Organisations (RTOs) approved by WorkCover can deliver training and arrange a licence assessment for a Licence to perform high risk work in NSW. WorkCover accredited assessors conduct licence assessments on behalf of the RTO.
The National Standard applies to:
- people performing high risk work
- people who engage or employ other persons to perform high risk work
- people or organisations responsible for training and assessment activities.
The National Standard sets out:
- the training and assessment requirements for a person performing high risk work, and
- the arrangements for issuing a licence to a person performing high risk work.
To deliver training and assessment under the National Standard in NSW, RTOs must be approved by WorkCover. RTOs and accredited assessors must comply with the WorkCover Guidelines for conducting high risk work assessments in NSW.
How do RTOs register with WorkCover
Registration is a two step process:
- apply to the NSW Vocational Education and Training Accreditation Board (VETAB) to have the required unit of competency for the class of work added to the scope of registration
- apply to WorkCover for approval to deliver training and assessment by completing the Application for a registered training organisation to conduct high risk work licence assessments form.
RTOs must nominate the accredited assessors who will deliver the assessment services on their behalf on the above form.
Subsequent RTO changes may be requested by completing the Add or Remove a Nominated Assessor or Authorised Officer form. WorkCover must also be notified of any changes to the RTOs' nominated assessors, address, contact details or authorised officers within 14 days of the change on the above from.
