Plant item registration  

Plant that has a higher level of risk of harm associated with its operation, use or maintenance must be registered with WorkCover by the owner, lessee or controller of the plant.

 

New work health and safety laws

New new work health and safety (WHS) laws commence 1 January 2012.

Transitional arrangements
have been put in place in NSW to support businesses, industry and workers move to this new system.

Check the transitional arrangements to see if they apply to your work.

With the introduction of the new WHS laws, existing plant item registration requirements will continue for 12 months.  WorkCover will consult with customers about transitioning plant item registration from the current annual renewal to a five year registration renewal process. 

The cost per item for plant registration will change and revised fees will be introduced in 2012.

Types of plant item registration

Types of plant that must be registered include:

  • tower cranes including self-erecting tower cranes
  • building maintenance units
  • concrete placement units with delivery booms
  • lifts, escalators and moving walkways
  • boilers with a hazard level of A, B or C
  • mobile cranes with a safe working load of more than 10 tonnes
  • amusement devices covered by Section 2.1 of AS 3533.1:2009 
  • pressure vessels with hazard level of A, B, or C (except LP gas fuel vessels for automotive use; serially produced pressure vessels; or pressure vess that do not require periodic internal inspection). 

     

      

Registering a plant item

To register an item of plant complete the Application for the registration of an item of plant form. This form replaces the:

  • Boiler/pressure vessel: Application for item registration (PB1)
  • Lift/escalator/moving walk: Application for item registration (PL2)
  • Amusement device: Application for item registration (PA4)
  • Crane: Application for item registration (PC5)

You must also provide:

  • the design registration number
  • sufficient information to identify the item of plant
  • the name of the statutory authority with which the plant design is registered
  • a statement that the plant has been inspected by a competent person and is safe to operate
  • a $65 (GST free) application fee for each item of plant to be registered plus $2.00 for each additional plant item provided it is of the same type, with the same controller and at the same location. For example, registration of three identical lifts at the same place would cost $69 ($65 + $2 + $2).

The completed form can be lodged:

  • at any WorkCover office
  • by fax to (02) 9287 5498
  • by post to Licensing Solutions, WorkCover NSW, Locked Bag 2906, Lisarow NSW 2252.

 

Renewal of plant item registration

Registration of individual plant items must be renewed annually. Workcover will send a renewal notice to the last person or company that registered it.

Change of plant ownership/control or relocation of fixed plant

If you buy an item of plant or assume control from someone who had it registered you must notify WorkCover immediately by completing the Registered plant: Notice of relocation/change of ownership/control (PR6) form.

You must also provide a statement that the plant has been inspected by a competent person and is safe to operate.
