Plant design registration  

Designers, manufacturers and suppliers must obtain a current plant design registration number before the following types of plant can be sold, leased, hired or used:

  • gas cylinders
  • vehicle hoists
  • amusement devices covered by section 2.1 of AS 3533.1:2009 
  • building maintenance units
  • concrete placement units with delivery booms
  • prefabricated scaffolding and prefabricated formwork
  • mast climbing work platforms
  • work boxes suspended from cranes
  • boom-type elevating work platforms
  • lifts, escalators and moving walkways
  • mobile cranes with a rated capacity of greater than 10 tonnes
  • tower crane including self-erecting town cranes
  • boilers and pressure vessels with a hazard level of A, B, C or D
  • hoists with platform movement of more than 2.4 metres designed to lift people
  • gantry cranes with a safe working load greater than 5 tonnes or bridge cranes with a safe working load of greater than 10 tonnes, and any gantry crane or bridge crane which is designed to handle molten metal or schedule 11 hazardous chemicals.

With the introduction of the new work health and safety (WHS) laws, there are some changes to the requirements for design registration.  WorkCover will provide further details and revised forms for design registration early in 2012.   A 12 month transitional period will apply to all items of plant that were not previously required to be registered.   

 

Applying for a design registration number

To obtain a design registration number you must complete the Plant design (Including alteration of plant design): Application for registration (PD3) form. You must also:

  • provide representational drawings of the plant design
  • provide specifications as required
  • pay a fee of $65.00 (GST free) per plant design.

The completed application form can be lodged:

  • at any WorkCover office
  • by fax to (02) 9287 5498
  • post to Licensing Solutions, WorkCover NSW, Locked Bag 2906, Lisarow NSW 2252.

 

Using a design registration number from another state

WorkCover accepts some plant design registrations from other states provided:

  • the requirements are reasonably equivalent to those in NSW
  • a design registration number or evidence of plant registration has been issued.

Please call the Plant hotline on (02) 4321 5498 before lodging your application as some design registration numbers are not accepted in NSW.

 

Registering a design alteration

The design registration number applies only to the design described and verified in the application for design registration. If the plant is altered, the altered design must be re-registered with WorkCover.

To register a design alteration you must complete the Plant design (Including alteration of plant design): Application for registration (PD3) form. You must also:

  • provide representational drawings of the plant design
  • provide specifications as required
  • pay a fee of $65.00 (GST free) per plant design.
