Explosives

A licence is required to manufacture, import, storetransport, supplyhandle or use explosives, explosive precursors and security sensitive dangerous substances.

A licence will only be issued if you can demonstrate a legitimate reason under the Explosives Regulation 2005 such as commercial manufacturing, mining and quarrying.

All licence applicants are subject to a national criminal history record check undertaken by NSW and Commonwealth police and security agencies. Only people with the appropriate WorkCover licence can legally handle explosives and/or security sensitive dangerous substances.

WorkCover must also be notified if any explosives, explosive precursors or security sensitive dangerous goods are imported or exported.

You must advise WorkCover of any changes to your licence details within 14 days.

WorkCover may suspend or cancel a licence or impose penalties on licence holders who do not comply with the conditions of the licence or requirements in the legislation.

Explosives kept and used at workplaces are subject to the conditions of the Explosives Act 2003, the Explosives Regulation 2005 and the OHS Regulation 2001.

Further information about explosives is contained in the Secure and Safe Handling of Explosives and Security Sensitive Dangerous Substances: Guide.
