How scheme agents are authorised 

A scheme agent is appointed under section 154G of the Workers Compensation Act 1987 (No 70) to act as agent for the Nominal Insurer in connection with the exercise of any of the functions of the Nominal Insurer. A scheme agent is, in the exercise of functions under an agency arrangement entered into with the Nominal Insurer, is subject to the direction and control of the Nominal Insurer as provided by the terms of the agency arrangement. WorkCover will act for, and exercise the powers of, the Nominal Insurer.

The Nominal Insurer is a legal entity, established by the Workers Compensation Amendment (Insurance Reform) Act 2003 which can act as an insurer and manages the Insurance Fund in accordance with Part 7, subdivision 2 of the 2003 Act. The Nominal Insurer does not represent the State and its liabilities can be satisfied only from the Insurance Fund.
